A search for "Paint Shop Pro" returns about 355,000 results on Google. A search for PSP, another 611,000. But here are a few that I think are really worth visiting:

Web Graphics on a Budget
One of the best sites for beginners, here's where I acquired my first PSP skills ^_^
State of Entropy
Another old favorite of mine, and still peddling wonderful effects tutorials to the masses.
Hood's Tubes
The third place where I started my PSP odyssey, The Hood, has closed down for the moment - but the beautiful tubes are still available for download. They may seem simple, but they all come in handy an amazing number of times.
PSP Toybox
Bonesy's site offers lots of information both for beginners and advanced users.
Abstract Dimensions
Not updated in a long while, but still worth a visit for the stuff related to PSP 5 and 6 - most of these techniques come in handy in version 7 as well.
Diana's Tubes
The site for downloading tubes, period. I don't even know how many she's got, but it goes in the thousands (if not tens of thousands) and all are perfectly beautiful. She also takes requests!
Ron's Toons
There's simply no other place to learn the basics of PSP vectors. 'Nuff said.
DizTeq
Sally Beacham's site - she rocks, period.
Joe's Stuff
Sally also hosts a section of the late lamented New Dawn Micro: Joe's Blade Pro presets, plugin resources and art gallery. Do visit.
JustKiss PSP Tips
Innovative and imaginative tutorials for unexpected results ^_^ One of my favorites.
LVS Online
If free tutorials just don't cut it for you, LVS offers great classes on various aspects of Paint Shop Pro and other subjects. They also have a free section where you can see a sample of the knowledge they can beat into your head. I'm acquainted with several of their instructors, and if you survive that course, nothing'll phase you in the online graphics world ^_~ (just kidding... now put that meat cleaver away, dear... there's a good girl...)
PSP E-books
Renald Levesque has written several e-books concerning PSP. One's free, the others worth the fee.

This is of course just a drop in the sea, but I really don't want to list each and every PSP tutorial in existence. Why reinvent the wheel? Angela has done it for me, after all. ^_^
